The president & vice president have no role whatsoever in amending the Constitution. They cannot amend it by fiat or any other scheme.
The proposed Equal Rights Amendment text stipulated it would only be adopted "...when ratified by the legislatures of three-fourths of the several States within seven years from the date of its submission by the Congress."
Congress submitted the amendment to the states in 1972, meaning that 3/4 of the states had to ratify it by 1979. By then, fewer than the required 38 states had ratified it.
Therefore, the failed Equal Rights Amendment is not part of the US Constitution.
